Gerrit Augustinus Siwabessy atau G.A Siwabessy terlahir sebagai bungsu dari empat bersaudara pada 19 Agustus 1914 di Pulau Saparua, Kabupaten Maluku Tengah. Enoch Siwabessy, ayahnya, seorang petani cengkeh, meninggal dunia ketika Gerrit baru berusia satu tahun. Ibunda Naatje Manuhutu kemudian menikah lagi dengan Yakub Leuwol, seorang guru sekolah dasar terpandang. Hal ini memungkinkan Gerrit menjalani pendidikan dasar dan menengah dengan baik. "Beta selalu menyertai tuan guru Leuwol yang berturut-turut ditempatkan sebagai guru di Larike, Tawiri, dan Lateri," begitu tulis Siwabessy dalam memoarnya.

Upuleru

Siwabessy kecil harus menempuh perjalanan yang cukup jauh ke sekolah. Karena itu Yonathan Siwabessy dan Obed Siwabessy, kedua kakaknya, sering bergantian menggendong kakak perempuannya, Mien Siwabessy, dan Siwabessy kecil untuk menempuh perjalanan jauh ke sekolah. Begitu juga dengan keempat adik perempuan dari pernikahan kedua ibunya dengan Yakub Leuwol, yaitu Lien, Mengky, Teddy dan Enny, semuanya memperoleh pendidikan yang baik. Pada 1931, Siwabessy berhasil menyelesaikan pendidikannya di MULO (Meer Uitgebreid Lager Onderwijs) - "Pendidikan Dasar Lebih Luas" atau setara dengan SLTP di kota Ambon. Kemudian Siwabessy menerima beasiswa untuk meneruskan pendidikan kedokteran ke NIAS (Nederlandsch Indische Artsen School), Surabaya. Siwabessy muda memang sangat menonjol dalam bidang akademik. Tetapi pendidikan tinggi bagi banyak pemuda pada masa penjajahan tidak mungkin diikuti tanpa beasiswa.

Di NIAS (Nederlandsch Indische Artsen Schoo) yg merupakan Cikal Bakal dari Fakultas Kedokteran dari Universitas Airlangga, Siwabessy banyak bersahabat dengan pemuda dari pelbagai suku bangsa, antara lain Ibnu Sutowo, Rubiono Kertopati, Mohammad Imam di samping sahabat-sahabatnya dari Maluku seperti Jan Usmany, Karel Staa, Syuurt Latupeirissa, Chris Mailoa. Pergaulannya dengan teman-teman barunya itulah yang membuka cakrawala Siwabessy tentang Indonesia. Selain serius dalam studi, Siwabessy juga aktif dalam organisasi mahasiswa Maluku. Di NIASl inilah Siwabessy dipanggil dengan julukan Upuleru, yang dalam bahasa tana (tanah, asli) Maluku Tengah artinya “dewa” atau ”pelindung”. Sebutan ini terus dipakai oleh teman-temannya semasa perjuangan 1945. Itu sebabnya ketika Siwabessy menulis memoarnya yang diterbitkan oleh Gunung Agung pada 1979, disepakati judul memoar tersebut ”Upuleru”.

Jalan Terhormat
Pada akhir 1941 diberlakukan Keadaan Darurat Perang akibat ekspansi Jepang ke Asia Tenggara dan Pasifik. Pemerintah Hindia Belanda tiba-tiba sangat membutuhkan tenaga-tenaga dokter. Para mahasiswa NIAS Nederlandsch Indische Artsen School yang telah lulus ujian ”Semi Arts” (setara drs. med. atau sekarang Sarjana Kedokteran) dan telah menyelesaikan co-schaap (praktik kepaniteraan klinik) sebelum maju untuk ujian ”Arts” (dokter), dikerahkan memenuhi kebutuhan tersebut. Dengan sangat tergesa-gesa mereka diberangkatkan.

Siwabessy mendapat tugas istimewa di pusat pengeboran perusahaan minyak Belanda BPM (Bataavishe Petroleum Maatshapij), Cepu, Jawa Tengah. Di sana Siwabessy bahkan dipekerjakan sebagai seorang dokter penuh dengan fasilitas sangat memadai. Dr. Smit, direktur rumah sakit, memperlakukan Siwabessy sebagai kolega terhormat. Rupanya hal ini tidak terlalu disukai oleh Zuster den Helder, seorang Belanda berperawakan tinggi besar. Ia tidak bisa menerima bahwa seorang inlander berkulit hitam, berambut keriting dan berperawakan kecil menjadi pimpinannya. Setiap perintah Siwabessy selalu mendapatkan komentarnya sampai akhirnya timbul pertengkaran terbuka. Hanya dengan perantaraan Dr Smit saja maka persoalan ini dapat diatasi. Zuster den Helder diperingatkan bahwa Siwabessy adalah seorang dokter yang kompeten dan diakui oleh Pemerintah Hindia Belanda maupun BPM. Sejak peristiwa itu Siwabessy bisa bekerja dengan tenang. Pada Maret 1942 tentara Jepang memasuki Indonesia sehingga timbullah kekacauan. Semua orang Eropa dan para dokter yang berdinas di BPM Cepu harus mengungsi ke Surabaya. Di kota itu Siwabessy bertemu dengan Dr Sutjahyo, kawan lamanya di NIAS yang memegang kedudukan penting di Bagian Radiologi dan Bagian Paru-paru Rumah Sakit Simpang, Surabaya. Beliau meminta bantuan Siwabessy untuk memimpin bagian radiologi. Keahlian Siwabessy pada bidang radiologi di kemudian hari juga terasah oleh para seniornya, Dr RM Notokworo dan Dr Abdul Rachman Saleh.

"Sebetulnya beta tidak terlalu tertarik pada radiologi. Semasa mahasiswa beta lebih banyak tertarik pada bidang fisika, dan karena hubunganku dengan dr. Latumeten, kepala Rumah Sakit Jiwa Lawang, beta tertarik pula pada bidang psikiatri (ilmu jiwa klinis). Namun demikian demi kelangsungan hidup, beta rela bekerja dalam bidang radiologi. Dengan demikian beta masuk ke bidang yang sama sekali baru bagiku. Tidak kuduga ketika itu, bahwa keputusan yang kuambil secara terpaksa ini akan menentukan jalan hidup kemudian, baik di masa krisis pada pendudukan Jepang maupun dalam masa revolusi dan masa merdeka," tulis Siwabessy dalam memoarnya "Upuleru".
Sementara itu atas informasi Dr Aziz Saleh, Siwabessy mengetahui bahwa di Sekolah Tinggi Kedokteran Universitas Indonesia di Batavia akan diadakan ujian Arts. Siwabessy bersama beberapa rekan dari NIAS yang sudah lulus Semi Arts, segera berangkat ke Batavia. Siwabessy lulus sebagai dokter penuh pada 15 Desember 1942. Setelah kemerdekaan RI, Siwabessy makin giat lagi dalam kegiatan organisasi kebangsaan dan di tahun-tahun inilah ia dipertemukan dengan banyak tokoh penting nasional.

Pada 1949 dr Leimena, menteri kesehatan RI saat itu, merekomendasikan agar Siwabessy melanjutkan pendidikan di bidang radiologi. Sebelumnya dr Johanes telah memberikan kepadanya brevet (surat tanda bukti keahlian) sebagai ahli radiologi. Dengan rekomendasi kedua dokter ini, Siwabessy berhasil mendapatkan beasiswa dari British Council untuk studi lanjutan di Universitas London. Termasuk study trip ke pusat radiologi dan pusat kedokteran nuklir berbagai kota di Inggris : Manchester, Leeds, Edinburg dan Glasgow.

Hal-hal pokok yang dipelajari mencakup radiologi, radioterapi, dan pengetahuan dasar bidang atom. Lagi-lagi Siwabessy menonjol. Baru tiga bulan mengikuti studi, ia diangkat menjadi asisten. Ini berarti, Siwabessy dibebaskan dari tugas-tugas rutin perkuliahan seperti mahasiswa lain pada umumnya. Bahkan diberi kepercayaan memegang sebuah bangsal di Rumah Sakit Hammersmith, London. Tak hanya itu, seorang sekretaris Inggris juga ditugaskan untuk membantu menyelesaikan tugas-tugas administrasi. Suatu prestasi yang sangat luar biasa bagi seorang Asia pada saat itu.

Pengalaman penting lainnya selama berada di Inggris, ketika Siwabessy mempelajari sistem kesejahteraan di bidang kesehatan. Ide inilah yang ia kembangkan di Indonesia dengan nama Asuransi Kesehatan (Askes) saat menjabat Menteri Kesehatan.

Saat memperdalam bidang radiologi itu, Siwabessy banyak berkenalan dengan para ahli atom dari bidang terkait, seperti fisika nuklir, kimia, biologi, fisika-radiasi, kimia-radiasi, biologi radiasi, dan radioterapi. Selain itu Siwabessy juga melihat bahwa pengobatan kanker di London sudah banyak menggunakan hasil penemuan dan penyinaran atom. Hal-hal inilah banyak memberi wawasan baru yang kelak kemudian hari diterapkan di Indonesia. Karya Siwabessy kini juga terukir di Departemen Radioterapi di Rumah Sakit Cipto Mangunkusumo, Jakarta. Sebuah rumah sakit berstandar internasional dengan peralatan sangat modern yang telah terbukti banyak menolong para penderita kanker—termasuk kaum papa sekalipun. Demikian juga pengobatan dengan tenaga nuklir yang ada di RSPAD Gatot Subroto, semuanya dirintis oleh Siwabessy.

Sekembalinya dari London, Siwabessy langsung dipercayai memegang berbagai tugas penting, antara lain : Guru Besar Luar Biasa Fakultas Kedokteran Universitas Indonesia; Konsultan Rumah Sakit Pusat Angkatan Darat Gatot Subroto, Jakarta; Direktur Rumah Sakit St. Carolus, Jakarta. Ia juga mendirikan Lembaga Radiologi Departemen Kesehatan Republik Indonesia.

Pada 1952 Amerika Serikat berhasil meledakkan bom hidrogen pertama berkode Ivy Mike di Atol Eniwetok, Kepulauan Marshall, Samudera Pasifik. Bagian dari rangkaian percobaan bom nuklir yang sudah dimulai sejak 1948 (berakhir 1958; total 43 percobaan) di kepulauan tersebut. Khawatir terhadap dampak percobaan bom nuklir tersebut bagi Indonesia, Presiden Sukarno menunjuk Lembaga Radiologi Departemen Kesehatan yang dipimpin oleh Siwabessy untuk mengatasi masalah ini. Pada 1954, dibentuklah Panitia Penyelidikan Radioaktivitas dan Tenaga Atom yang diketuai Siwabessy dengan para anggotanya terdiri dari elemen-elemen Angkatan Darat, Angkatan Udara, Badan Metereologi, (UI), Universitas Gadjah Mada, Institut Teknologi Bandung (ITB), dan RSPAD Gatot Subroto.

Pada 1954 itu juga Siwabessy membentuk Lembaga Tenaga Atom yang berada di bawah Sekretariat Negara dan Siwabessy sebagai direkturnya. Selain itu negara juga memandang perlu agar didirikan fakultas yang mempelajari ilmu dasar di bidang fisika, kimia dan matematika untuk menghasilkan tanaga ahli. Lagi-lagi Siwabessy ditunjuk pemerintah untuk mewujudkannya. Sebagai pendiri Fakultas Ilmu Pasti dan Ilmu Alam Universitas Indonesia, Siwabessy ditunjuk sebagai Dekan FIPIA UI pertama (1963-1965).

Tahun 1962 Presiden Sukarno meresmikan berdirinya Badan Tenaga Atom Nasional (BATAN), berada langsung di bawah( presiden, dan Siwabessy sebagai Direktur Jenderal BATAN pertama. Pada 1965 ia diangkat sebagai Menteri Badan Tenaga Atom Nasional.
Atas jasa-jasanya yang sangat besar dalam memajukan tenaga atom di Indonesia, seperti membangun reaktor nuklir dan banyak penelitian penting lainnya, Siwabessy yang adalah juga Bapak Atom Indonesia, menerima Bintang Mahaputera III pada 1976. Namanya juga diabadikan oleh negara pada sebuah reaktor nuklir terbesar di Asia Tenggara berkekuatan 30 MW yaitu Reaktor Serba Guna G.A. Siwabessy (RSG GA Siwabessy) berlokasi di Serpong, Tangerang, Jawa Barat (Skr Prov Banten), yang diresmikan Presiden Soeharto pada 20 Agustus 1987.


Reaktor Serba Guna - G.A. Siwabessy


disingkat RSG-GAS, atau Multipurpose Reactor—G.A. Siwabessy, adalah sebuah reaktor nuklir serbaguna berkapasitas 30 MWth milik Indonesia. Reaktor nuklir ini dibuat oleh Interatom Internationale anak perusahaan dari perusahaan pembuat besi baja asal Jerman Barat Kraftwerke Union, dengan berbiaya USD 50 juta , ini terletak di Serpong, Propinsi Banten.[1] Reaktor yang diresmikan tahun 1987 ini dioperasikan oleh Badan Tenaga Atom Nasional (BATAN). Reaktor ini merupakan reaktor nuklir terbesar dan terbaru milik Indonesia (mengecualikan program modernisasi yang dilakukan terhadap Pusat Penelitian Tenaga Nuklir (PPTN) Bandung pada tahun 2000).
Pada 1966 Siwabessy diangkat Presiden Soekarno menjadi Menteri Kesehatan. Tugas ini diembannya hingga 29 Maret 1978 semasa pemerintahan Presiden Soeharto. Selama masa jabatannya itu, Siwabessy merangkap sebagai Ketua Tim Dokter Pribadi Presiden. Pada masa itu banyak sekali program yang telah Siwabessy lakukan dalam lingkup kesehatan. Mulai dari program Keluarga Berencana (KB), Puskesmas, Askes, Balai Kesehatan Ibu dan Anak (BKIA), penanggulangan penyakit menular seperti malaria, TBC, cacingan, kolera, tifus, disentri, sampai dengan upaya penanggulangan penyakit kanker. Siwabessy sendiri tercatat sebagai salah seorang pendiri Yayasan Kanker Indonesia. Kerja keras ini tidak terlepas dari keluwesan diplomasi Siwabessy dengan para sahabatnya yang berada di luar negeri dan juga dengan berbagai organisasi internasional, antara lain badan-badan Perserikatan Bangsa-Bangsa (PBB) seperti World Health Organization, UNICEF, United Nations Development Programme(UNDP), maupun lembaga-lembaga lainnya seperti United States Agency for International Development (USAID) dan Medicare (menyangkut perawatan kesehatan). Siwabessy juga tercatat sebagai pelopor kerjasama di bidang kesehatan dengan Amaerika Serikat. Lembaga-lembaga yang banyak memberikan bantuan teknis maupun keuangan. Untuk jasa-jasanya di bidang kesehatan, Siwabessy dianugerahi Bintang Mahaputera II pada tahun 1978.

Mengabdi hingga akhir hayat

Selepas tugas sebagai anggota kabinet, Siwabessy diminta menjadi anggota Dewan Pertimbangan Agung yang bertugas sebagai Penasehat Presiden. Kepercayaan ini dijalani sejak 1978 sampai akhirnya Siwabessy meninggal di suatu malam yang tenang pada 11 November 1982, Jakarta.

27 tahun setelah Siwabessy berpulang, Universitas Indonesia pada Juni 2009 memberikan menamai salah satu jalan di kompleks kampus itu di Depok, Jl. Prof. Dr. G.A. Siwabessy sebagai salah satu begawan ilmu yang telah mengabdi bagi Universitas Indonesia dan Indonesia
Program Nuklir Indonesia
Program Nuklir Indonesia merupakan program Indonesia untuk membangun dan memanfaatkan ilmu pengetahuan dan teknologi nuklir baik di bidang non-energi maupun di bidang energi untuk tujuan damai. Pemanfaatan non-energi di Indonesia sudah berkembang cukup maju. Sedangkan dalam bidang energi (pembangkitan listrik), hingga tahun 2011 Indonesia masih berupaya mendapatkan dukungan publik, walaupun sudah dianggap kalangan internasional bahwa Indonesia sudah cukup mampu dan sudah saatnya menggunakannya.

Kegiatan pengembangan dan pengaplikasian teknologi nuklir di Indonesia diawali dari pembentukan Panitia Negara untuk Penyelidikan Radioaktivitet tahun 1954. Panitia Negara tersebut mempunyai tugas melakukan penyelidikan terhadap kemungkinan adanya jatuhan radioaktif dari uji coba senjata nuklir di lautan Pasifik.

Dengan memperhatikan perkembangan pendayagunaan dan pemanfaatan tenaga atom bagi kesejahteraan masyarakat, maka melalui Peraturan Pemerintah No. 65 tahun 1958, pada tanggal 5 Desember 1958 dibentuklah Dewan Tenaga Atom dan Lembaga Tenaga Atom (LTA), yang kemudian disempurnakan menjadi Badan Tenaga Atom Nasional (BATAN) berdasarkan UU No. 31 tahun 1964 tentang Ketentuan-ketentuan Pokok Tenaga Atom. Selanjutnya setiap tanggal 5 Desember yang merupakan tanggal bersejarah bagi perkembangan teknologi nuklir di Indonesia dan ditetapkan sebagai hari jadi BATAN.

Pada perkembangan berikutnya, untuk lebih meningkatkan penguasaan di bidang iptek nuklir, pada tahun 1965 diresmikan pengoperasian reaktor atom pertama (Triga Mark II) di Bandung. Kemudian berturut-turut, dibangun pula beberapa fasilitas litbangyasa yang tersebar di berbagai pusat penelitian, antara lain Pusat Penelitian Tenaga Atom Pasar Jumat, Jakarta (1966), Pusat Penelitian Tenaga Atom GAMA, Yogyakarta (1967), dan Reaktor Serba Guna 30 MW (1987) disertai fasilitas penunjangnya, seperti: fabrikasi dan penelitian bahan bakar, uji keselamatan reaktor, pengelolaan limbah radioaktif dan fasilitas nuklir lainnya.

Sementara itu dengan perubahan paradigma pada tahun 1997 ditetapkan UU No. 10 Tentang Ketenaganukliran yang diantaranya mengatur pemisahan unsur pelaksana kegiatan pemanfaatan tenaga nuklir(BATAN)dengan unsur pengawas tenaga nuklir (BAPETEN).

Badan Pengawas Tenaga Nuklir (BAPETEN) didirikan tahun 1998. Penelitian energi atom dimulai di Indonesia. Selain untuk memproduksi listrik, teknologi nuklir juga digunakan untuk kegunaan medis, manipulasi genetika dan agrikultur.

Rencana untuk program PLTN dihentikan tahun 1997 karena penemuan gas alam Natuna dan krisis ekonomi dan politik. Tetapi program ini kembali dijalankan sejak tahun 2005.

Indonesia menyatakan bahwa, sebagai penandatangan NPT (Non-proliferation Treaty) dan Comprehensive Safeguard Agreement program akan berkembang dengan pantauan International Atomic Energy Agency (IAEA). Oleh sebab itu, Mohammed ElBaradei diundang untuk mengunjungi negara ini pada Desember 2006. Protes terhadap rencana ini muncul pada Juni 2007 didekat Jawa Tengah dan juga lonjakan pada pertengahan 2007. Pada maret 2008 , melalui menteri Riset dan Teknologi, Indonesia memaparkan rencananya untuk membangun 4 buah PLTN berkekuatan 4800 MWe (4 x 1200 MWe)

Lokasi reaktor nuklir:

Untuk penelitian, reaktor riset telah dibuat di Indonesia:

1.Bandung, Jawa Barat. Pusat Penelitian Tenaga Nuklir (PPTN) Bandung. (reaktor Triga Mark II - berkapasitas 250 kW diresmikan 1965 , kemudian ditingkatkan kapasitasnya menjadi 2 MW pada tahun 2000 ).
2. Yogyakarta, Jawa Tengah (Reaktor penelitian nuklir Kartini - kapasitas 100 kW operasi sejak 1979).
3.Serpong (Banten). (reaktor penelitian nuklir MPR RSG-GA Siwabessy - kapasitas 30 MW diresmikan tahun 1987).

Berbagai lokasi yang dipelajari kelayakannya sebagai calon tapak untuk membangun reaktor untuk memproduksi listrik (PLTN):

- Muria, Jawa Tengah.
- Bangka, Provinsi Bangka Belitung.

Berdasarkan UU No 10 Tahun 1997 tentang Ketenaganukliran, PLTN hanya dapat dibangun dan dioperasikan oleh perusahaan swasta, BUMN atau Koperasi. Sedangkan BATAN berkewajiban menyiapkan infrastruktur dasar seperti persiapan SDM, studi kelayakan calon tapak, kajian teknologi sebagai TSO (technical support organization), dan pengolahan limbah.

Sumber daya alam
Indonesia memiliki dua lokasi eksplorasi uranium, yaitu t[b]ambang Remaja-Hitam dan tambang Rirang-Tanah Merah. Kedua uranium tersebut terletak di Kalimantan Barat. Jika uranium tidak cukup, Indonesia memiliki pilihan mengimpor uranium yang banyak tersedia di pasaran internasional.

Indonesia memiliki beberapa alasan untuk membangun reaktor tersebut:

1. Konsumsi energi Indonesia yang besar dengan jumlah penduduk 237 juta (sensus 2010).
2. Nuklir akan mengurangi ketergantungan akan petroleum dan bahan bakar fosil.
3. Jika konsumsi energi dapat disediakan dengan nuklir, Indonesia dapat memproduksi lebih banyak minyak bumi.
4. Memproduksi energi yang dapat diperbaharui lainnya, seperti angin dan tenaga matahari lebih mahal.
5. Jepang, seperti Indonesia, sering terkena gempa bumi, tetapi memiliki reaktor nuklir.
6. Polusi udara, efek rumah kaca dan Emisi gas dapat dikurangi secara signifikan.
